This tool, available for free from Microsoft, allows you to package entire web sites for migration to other servers as well as synchronising entire servers. It includes content, configuration and certificates.

Have you tried the latest release, and will you please point to any community scripts that might have made the deployment process easier for syncing multiple targets?

No, I haven't had a need for it since writing this post.

Web Deployment Tool you can create a configuration package and the contents of your installed Web applications, including SQL databases, and use containers for storage or redeployment.
