I've just been told that the Backup in Windows 2008 doesn't support tape drives? Does this mean I need to buy BackupExec or something else? Is there a way to get it to use tape drives?

Yes, you'll need BackupExec if you want to backup to tape. It seems the new MS solution is for disk-to-disk only.
